On 28 October 2026 Bosnia and Herzegovina became the first state to ratify the Council of Europe Convention for the Protection of the Profession of Lawyer (ETS No. 226), known as the Luxembourg Convention. Thirty-three states have already signed it but are yet to ratify it. Seven more ratifications are needed for the Convention to enter into force.
The Luxembourg Convention is the first international legally binding instrument dedicated to the protection of lawyers. It is a response to the increasing number of attacks on the legal profession, whether in the form of harassment, threats or attacks, or interference in the exercise of their professional responsibilities.
