What is the project? 

Media pluralism in the Republic of Moldova remains a priority for the Council of Europe, a commitment reinforced by the Council of Europe Action Plan for Moldova 2021-2024.

The Project aims to further strengthen and build on already achieved results in the field of media, as well as continuously respond to new needs identified in the implementation course of previous co-operation projects. To reach this objective, the Project will support the implementation of activities addressing the need for legislative reforms in the audiovisual field, capacity-building for media professionals and content diversification within the National Public Broadcaster, as well as strengthen the access to information legal framework and its implementation in the Republic of Moldova.

Enhancing transparency of media ownership, discussed during the policy workshop organised with the Audiovisual Council

On 2nd of June, the Council of Europe organised a policy workshop jointly with the Audiovisual Council and the Competition Council to discuss the means through which the national audiovisual regulatory authority can regulate the transparency of mass-media ownership in the Republic of Moldova, in line with the standards and recommendations of the Council of Europe.

The workshop gathered the seven members of the Audiovisual Council and representatives from the Competition Council discussing the current situation concerning the ownership transparency of existing media providers in Moldova, which needs enhanced regulation in order to avoid concentration of media ownership, and the necessary amendments to the Audiovisual Media Services Code and the relevant by-laws which would regulate the field.

The event brought into focus the existing national audiovisual legislation targeting transparency of media ownership, while the international expertise drew attention to the best EU practices regulating transparency of media ownership and the relevant Council of Europe standards and recommendations, which can be further transposed into the national legislation.

The event was organised by the Council of Europe Project “Support for Media Pluralism and Freedom of Expression in the Republic of Moldova.”
