Politiques / stratégies en matière de cybercriminalité

Several strategic documents have addressed the question of information security:

  • The Decree of the President of the Republic of Kazakhstan "On the Concept of Information Security of the Republic of Kazakhstan until 2016 ", signed by the President of the Republic of Kazakhstan on November 14, 2011, № 174.
  • The draft decree of the President of the Republic of Kazakhstan "On the Concept of Information Security of the Republic of Kazakhstan until 2016 ", Resolution of the Government of the Republic of Kazakhstan, September 30, 2011, № 1128.
  • Sectorial program for information security in the Republic of Kazakhstan for 2011-2014, approved by the Government of the Republic of Kazakhstan, January 31, 2011, № 45.
  • The program for the development of information and communication technologies in the Republic of Kazakhstan for 2010 - 2014 was approved by the Government of the Republic of Kazakhstan, September 29, 2010 № 983.
  • The concept of a unified information space of the Republic of Kazakhstan and measures of its realization. Resolution of the Government of the Republic of Kazakhstan, July 29, 1998, № 715.

Not directly related policies, but where the security, including in the Information Society, as well as the development of the Information Society, are part of the priorities:

  • Kazakhstan 2030- Prosperity, Security and Welfare of all Kazakhs, the message of the President of the Republic of Kazakhstan to the people of Kazakhstan.
  • National Strategy “Kazakhstan- 2050” signed by the President of the Republic of Kazakhstan in December 2012.
  • Strategic Development Plan of the Republic of Kazakhstan until 2020, decision №922 signed on February 2010.

Jurisprudence / droit jurisprudent

General information:

The Ministry of Internal Affairs reported that the crime, which caused the most damage in the Republic of Kazakhstan, the damage amounted to more than 500 million tenge, was the dissemination of the Trojan horse computer virus. The virus allowed the money transfer from the accounts of the Kazakh companies to the accounts of criminals. This crime was committed in the period from 2011 to 2013. 16 criminal cases were investigated and sent to court in 2014, reported Profit.kz. Criminals sentenced to 6.8 and 5 years' imprisonment.

In 2014, there were two cases of cyber crime attacks against banks. In particular, the creation of phishing sites and site-clone. As reported by the specialised online edition ictnews.

Recognize products of foreign media published on the Internet site (list) – unlawful.
