Harmonisation of the national practice with the standards imposed by the European Court of Human Rights (the Court) is a fundamental precondition for ensuring legal certainty and the overall protection of human rights in the member states.

To this effect, 12 representatives from the High Judicial Council of Albania and the Supreme Court of North Macedonia visited the Council of Europe and the European Court of Human Rights in Strasbourg on 6 and 7 December 2022. The main objective was to have the first-hand experience from the Court in harmonising its practice and systematising decisions. The two-day study visit included a training on HUDOC and a presentation of case-law analysis, summary of judgements, case-law transparency and accessibility and digital transformation in justice systems.

This activity was organised in the framework of the joint European Union/Council of Europe action “Initiative for legal certainty in the Western Balkans”, implemented by the Council of Europe in the framework of the programme Horizontal Facility for the Western Balkans and Turkey 2019-2022.
