Retour Launching of HELP course on Property rights and the European Convention on Human Rights in Bosnia and Herzegovina

An online preparatory meeting was organised today, 9 April 2020, to launch HELP online course on Property rights and the European Convention on Human Rights (ECHR) for the staff members of the case law departments of the Court of Bosnia and Herzegovina, Supreme Court of Federation of Bosnia and Herzegovina, Supreme Court of Republika Srpska and Appellate Court of Brčko District as well as for the staff members of the Judicial and Documentation Centre of High Judicial and Prosecutorial Council of Bosnia and Herzegovina. At today’s meeting the outline of the HELP methodology of the course was presented.

The course is developed by the Council of Europe in the framework of the European Programme for Human Rights Education for Legal Professionals – HELP and is adapted to the legal context of Bosnia and Herzegovina and includes references to the case law of the Constitutional Court of Bosnia and Herzegovina. The course’s objective is to strengthen the capacity of legal professionals to address the issues related to property rights, mainly the interaction between the Article 1 of Protocol No. 1 and other Articles of the Convention as well as the permissible restrictions and proportionality.

The European Programme for Human Rights Education for Legal Professionals (HELP) supports the Council of Europe member states in implementing the European Convention on Human Rights at the national level. The HELP methodology and resources are systematically used in all Council of Europe capacity building activities on the ECHR, organised in the beneficiary countries. 

The HELP course is implemented under the project: “Initiative for Legal Certainty and Efficient Judiciary in Bosnia and Herzegovina” funded by the Kingdom of Norway.
