Second Professional Conference of the High Prosecutorial Council “Challenges of the Public Prosecutor’s Office”

With the support of the joint EU/CoE project “Support for the Implementation of Judicial Reform in Serbia, the Second Professional Conference of the High Prosecutorial Council was held in Kopaonik from 20 to 22 October 2025. The event was also supported by other international partners, including the World Bank and the OSCE Mission to Serbia.

Organised under the theme “Challenges of the Public Prosecutor’s Office”, the conference gathered representatives of the prosecution, judiciary, and international organisations to discuss key issues related to the efficiency, integrity, and transparency of the prosecutorial system.

Participants discussed a wide range of topics relevant to the institutional development and daily functioning of the prosecution service. The Council of Europe consultant presented identified challenges related to the organisation, governance, and transparency of prosecutorial council.

The event served as a platform to address numerous relevant topics: the ongoing changes of the Criminal Procedure Code and the Criminal Code, the financial costs of investigations, the forthcoming Public Communication Strategy 2026–2030, highlighting the importance of openness and proactive engagement to strengthen public trust in judicial institutions, the significance of continuous professional development for prosecutors, and the importance of the Judicial Academy’s independence and its role in supporting sustainable judicial reform.

The conference reaffirmed the shared commitment of the High Prosecutorial Council and its partners to strengthening prosecutorial independence, transparency, and efficiency.
