Tenth pilot training implemented as an interactive e-learning workshop

A one-day training on “Hate crime – in the light of the practice of the courts of the Republic of Croatia and the European Court of Human Rights” took place online on 12 June 2023. Judges and prosecutors from all over Croatia took part in the training, that was delivered by Dijana Rizvić, Judge of the Municipal Criminal Court in Zagreb, President of the Department for Youth, and Ana Krmek, Senior Advisor to the Croatian Representative before the European Court of Human Rights.

The training brought together 32 municipal judges, and municipal and county state prosecutors. In the first session key concepts and domestic case-law were presented. Further sessions focused on terminological distinctions of crime and misdemeanour and the case-law of the ECtHR, including the protection of victims. The participants took part in discussions of hypothetical cases and had a short quiz at the end of the training.

This is the tenth training session in the training programme developed under the Project in consultation with the project partners – the Judicial Academy of Croatia and the Office of the Representative of the Republic of Croatia before the European Court of Human Rights. The training programme is based on the recommendations from the Training Needs Assessment conducted by the project, and takes into account the interests of target groups (criminal, civil, and administrative law practitioners), the availability of respective materials and HELP courses adapted for Croatia, alongside the recommendations of CoE monitoring bodies.

The Project “Promotion of the rule of law and fundamental rights through high-quality online trainings in the Croatian Judiciary” is aimed at providing support to the Judicial Academy of Croatia to improve the methodology, tools and expertise to design and deliver high-quality training.

The Project is co-funded by the European Union via the Technical Support Instrument, and implemented by the Council of Europe, in cooperation with the European Commission, the Directorate-General for Structural Reform Support (DG REFORM).
