A one-day training on “Procedural rights arising from Articles 2 and 3 of the European Convention and the rights of victims and injured parties” took place at the Judicial Academy in Zagreb on 7 July 2023. In total 16 judges and prosecutors from all over Croatia took part in the training that was delivered by Nikolina Katić, Assistant to the Croatian Representative before the European Court of Human Rights and Nikolina Pilja, deputy municipal prosecutor seconded to the Office of the State Attorney General of the Republic of Croatia. The state’s procedural obligations under Articles 2 and 3 of the European Convention, standards of effective investigation, and the respective case law of the European Court were discussed by the participants

This is the eighth training session in the programme developed under the Project in consultation with the project partners – the Judicial Academy of Croatia and the Office of the Representative of the Republic of Croatia before the European Court of Human Rights. The training programme is based on the recommendations from the Training Needs Assessment conducted by the project, and takes into account the interests of the target groups (criminal, civil, and administrative law practitioners), the availability of respective materials and HELP courses adapted for Croatia, alongside the recommendations of CoE monitoring bodies.

The Project “Promotion of the rule of law and fundamental rights through high-quality online trainings in the Croatian Judiciary” is aimed at providing support to the Judicial Academy of Croatia to improve the methodology, tools and expertise to design and deliver high-quality training.

The Project is co-funded by the European Union via the Technical Support Instrument, and implemented by the Council of Europe, in cooperation with the European Commission, the Directorate-General for Structural Reform Support (DG REFORM).
