The 9th Plenary Meeting of the Council of Europe Platform on Ethics, Transparency and Integrity in Education (ETINED), hosted by the Malta Further and Higher Education Authority, took place on 5–6 November 2025 at the University of Malta. Bringing together delegates, observers, and experts from across Europe, the event served as a vibrant forum for exchanging experiences and shaping policy directions to strengthen integrity and transparency in education systems.
Day one focused on the implementation of ETINED’s Terms of Reference, recent developments in the Council of Europe’s Education Department, and new ETINED publications, including Open School Data in European Education Systems and Student Perceptions and Awareness of Education Fraud.
A highlight of the discussions was the in-depth session on open school data, where participants examined how transparency initiatives can empower communities while safeguarding privacy and equity. Case studies from France and the United Kingdom illustrated diverse national approaches.
The second day turned to innovative strategies to prevent and counter education fraud, with presentations on the use of artificial intelligence to uphold academic integrity, legal measures against degree mills, and the broader implications of AI for education systems. Participants shared national perspectives to contribute to the work of the Council of Europe’s Centre on Preventing and Countering Education Fraud.
The meeting concluded with a forward-looking exchange on ETINED’s future priorities, reaffirming the platform’s commitment to co-operation, knowledge-sharing, and the promotion of trust and integrity in European education.
