In collaboration with human resources professionals from both central and local levels, we engaged in a fruitful discussion about the results of the Training Needs Assessment (TNA) exercise conducted by the Albanian School of Public Administration (ASPA). Carried out on the eve of the digitalization of the entire process, with the support of the Council of Europe, this exercise represents a crucial step in enhancing the efficiency and effectiveness of training management in public administration.
The participants highlighted the proactive role of ASPA in leading the process and providing institutions with the necessary guidance to implement the assessment successfully.
With the support of the Council of Europe, the TNA process will be digitalized, hence going through a transformative change. Such change will enable human resources professionals to engage more effectively, ensuring the generation of real-time, high-quality data that can better inform decision-making and resource allocation. This will empower institutions to align their capacity-building efforts more closely with the demands of modern public administration.
The digital transformation of the TNA process represents not only a step forward for Albania's public administration but also a model for how innovation can drive sustainable and impactful reform.
