Consultation rounds on new lobbing legislation in Albania

The Council of Europe supported a consultation roundtable on the draft Law on Lobbying, organised by the Minister of State for Public Administration and Anti-Corruption. This proposed legislation marks a significant step forward in promoting transparency and accountability in decision-making processes, safeguarding the public interest, and strengthening public trust in institutions.

Council of Europe expertise presented the key provisions of the draft law to institutional representatives, civil society organizations, partners, and experts, highlighting best practices from across Europe. The session fostered constructive discussions on both the fundamental principles and the technical details of the proposed legislation.

Participants emphasised the importance of inclusive consultations and robust inter-institutional coordination, underscoring these as essential for the effective implementation of the law. A clear, coherent, and actionable legislative framework that reflects the concerns of all stakeholders was identified as a crucial requirement.

The Albanian authorities aim to finalise and approve the law by the end of the year. Following its adoption, the project will facilitate the establishment of Albania’s first digital lobbying register, a vital tool for promoting transparent, accountable, and integrity-based governance.

This initiative is part of the "Enhancing Public Sector Resilience Against Corruption" project, co-funded by the Council of Europe and the Swiss Agency for Development and Cooperation (SDC) and implemented by the Council of Europe.
