Reporting on the use of force by Montenegrin police significantly advanced

The joint European Union and Council of Europe action “Further enhancing human rights protection for detained and sentenced persons in Montenegro” continues to support the Police Administration in establishing the new reporting methodology contributing to easier monitoring, investigation and evaluation of the process.

Following development of the application for electronic reporting (Police Administration used in-house capacities based on the reporting templates prepared with the Council of Europe) and the initial trainings for 85 middle management level police officers, the action undertook the organisation of the trainings for the South and North region.

In that respect, two rounds or trainings took place, respectively 23-25 May for the South Region and 30 May to 1 June for North Region, enabling additional 60 police officers to use their newly developed reporting application.

Once fully functioning and applied, this application will provide a detailed and unified way of reporting, improving both, the reporting and record keeping during investigation of excessive use of force by police officers.

The action “Further enhancing human rights protection for detained and sentenced persons in Montenegro” is a part of the joint European Union and Council of Europe programme "Horizontal Facility for the Western Balkans and Turkey 2019-2022", implemented by the Council of Europe.
