Legal analysis concerning the court experts' profession presented in Montenegro

The Analysis concerning the reorganisation and accountability of the court experts profession has been developed under the auspices of activities aimed at increasing the accountability and professionalism of independent legal professions, in particular court experts, and their capacity to adhere to high professional and ethical standards.

Specific focus is given to issues of status and reorganisation of the Association of Court Experts of Montenegro, with a view to provide evidence-based inputs for improving the regulations concerning the position of that profession.

In recent years, Montenegro has made certain changes with respect to policy and institutional framework concerning court experts and interpreters. However, the implementation of the accountability mechanisms has remained limited, revealing certain shortcomings in terms of ethical and disciplinary accountability and leading to further polarisation among Montenegrin court experts.

With the aim to address this important topic and allow this profession to contribute to the overall judicial reform in an accountable manner, the action "Accountability and professionalism of the judicial system in Montenegro" developed the Analysis of legal regulations concerning courts experts, so as to support further inter-institutional dialogue related to ethics and discipline of court experts.

The action "Accountability and professionalism of the judicial system in Montenegro" is a part of the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”.
