On 30 October 2025, the Democratic Republic of the Congo became a member of the Enlarged Partial Agreement of the North-South Centre of the Council of Europe. This accession strengthens African representation within the Centre, which already includes Algeria, Morocco, Tunisia, and Cabo Verde among its member states, and Liberia as an associate member. It reflects the shared commitment of the Council of Europe and its African partners to strengthen cooperation based on the universal values of human rights, democracy, and the rule of law.
This new membership marks an important milestone in implementing the North-South Centre’s medium-term strategy, which aims to enhance its role as a key instrument for promoting the values and tools of the Council of Europe, particularly in the Southern Neighbourhood and Sub-Saharan Africa.
