The North-South Centre of the Council of Europe launched a call for tenders for the provision of international consultancy services in the areas of human rights education, global citizenship education and intercultural dialogue.

The call aims to establish a framework contract with up to 90 providers, who may support the implementation of the North-South Centre’s youth and education activities until 31 December 2027, with the possibility of renewal until 31 December 2030. The expected starting date of the contract is 2 November 2026.

The selected providers will contribute to two main areas:

• Lot 1: Human Rights Education for Youth (HEY) — up to 50 providers, including trainers, facilitators, tutors, content developers and instructional designers. Services may include the design and delivery of online, residential or blended learning activities, the development of educational materials, tutoring, research, monitoring and evaluation, and editorial support.
• Lot 2: Youth Summer Universities — up to 40 providers, including trainers, facilitators and animators experienced in intercultural learning. Services may include facilitating non-formal education activities, group dynamics, intercultural dialogue, peer learning, networking, creative activities and thematic workshops.

Applicants should have relevant academic qualifications and at least three years of professional experience in fields such as human rights education, global citizenship education, youth work, training and facilitation, intercultural dialogue, non-formal education or related areas. Experience in international, regional or multicultural contexts, as well as knowledge of English or French at C2 level, is required. Knowledge of additional languages, including Arabic, is an asset.

Providers may apply for one or both lots. Specific eligibility requirements for each lot are detailed in the call.

Services will be commissioned on an as-needed basis through individual order forms.

 Deadline for submission of tenders: 16 October 2026 at 16:00 Lisbon time.

Tenders must be submitted exclusively through the Council of Europe’s e-procurement platform. Submissions sent by email or post will not be accepted.
