introduction

During the cascade phase of the Human Rights Education for Youth (HEY) programme, certified HEY junior tutors deliver courses at national and regional levels, extending the reach ot the courses.

HEY online courses are adapted by junior tutors to national or regional contexts. This adaptation reflects participants’ needs and realities and may include additional resources, such as national legislation, regional conventions, examples and case studies. These resources enrich the core learning content of the model course.

methodology

Certified HEY junior tutors deliver the adapted courses at national or regional level, with support from senior experts and the HEY Secretariat.

Tutors adapt each course to its national or regional context. This helps participants connect their learning to the frameworks and realities around them, while keeping the course aligned with the wider HEY programme and its learning objectives.

Courses are delivered online. Tutors facilitate learning, encourage participants to exchange perspectives and monitor their progress.

As the cascade phase develops, the network of certified tutors and learners grows stronger. Through North-South Centre of the Council of Europe activities, network members have increasing opportunities to engage with young people from other countries and regions.

Objectives

The cascade phase aims to:

 Extend access to HEY learning by reaching young people at national and regional levels;

 Make course content relevant to participants’ contexts through adaptation;

 Strengthen young people’s knowledge and understanding of human rights and the frameworks that protect them;

 Encourage young people to take action in support of human rights in their communities; and

 Build an inter-regional network of tutors and young participants who can engage with one another across countries and regions.
