Award Ceremony of the North-South Prize of the Council of Europe to take place on 14 December 2023.

The 2022 North-South Prize of the Council of Europe award ceremony is scheduled to occur in Lisbon at the Assembleia da República of Portugal on 14 December at noon (Lisbon time).

The Prize will be awarded to two entities: The Association of Ukrainian Cities and The Intergovernmental Panel on Climate Change, focusing on the strength of local communities during times of conflict and the urgency of environmental action.

The Association of Ukrainian Cities (AUC) was selected by the Jury in recognition of its strong commitment to ensure better integration of Internally Displaced Persons in host communities and to address the socioeconomic challenges that arise in wartime. In addition, the Prize also intends to recognize the Association’s efforts to uphold democratic values by ensuring that laws regulating the functioning of local authorities are fully aligned with the provisions of the European Charter of Local Self-Government. The AUC will be represented by Vadym Boichenko, Mayor of Mariupol, Chair of the Section for the Development of De-occupied and Temporarily Occupied Communities of the Association of Ukrainian Cities and Member of AUC Board.

The Intergovernmental Panel on Climate Change (IPCC) was selected by the Jury in recognition of its crucial work in raising awareness about the pressing need to globally act against greenhouse gas emissions to mitigate the effects of climate change that affect all humanity. The IPCC will be represented by its Chair, Jim Skea.     

In recognising The Association of Ukrainian Cities and The Intergovernmental Panel on Climate Change as the esteemed laureates of the 2022 North-South Prize of the Council of Europe, the Jury honor their persistent commitment to fostering unity and addressing pressing global challenges. Their selection stands as a witness to their exceptional achievements and profound impact on our shared world. As we eagerly anticipate the ceremony on 14 December, we praise these remarkable laureates for their dedication to creating a global community based on principles of solidarity, human rights protection and sustainability."

The Prize will be presented by the President of the Portuguese Republic, Marcelo Rebelo de Sousa. The Secretary General of the Council of Europe, Marija Pejčinović Burić, the Vice-President of the Parliamentary Assembly of Portugal and Chairperson of the Portuguese delegation to the Parliamentary Assembly of the Council of Europe, Edite Estrela, as well as the Chair of the Executive Committee of the North-South Centre, Ambassador Francesca Camilleri Vettiger, will also take part in the ceremony.
