Back The Council of Europe high-officials and the high-level delegation from Armenia discussed the issues of the judicial reforms

A visit of two high-level delegations from the Republic of Armenia, headed by the President of the Constitutional Court Mr Arman Dilanyan and the Representative of Armenia on International Legal Matters Mr Yeghishe Kirakosyan, to the Council of Europe was organised by the Co-operation Programmes Division of the Directorate General of Human Rights and Rule of Law (DGI) on 8-9 March 2022.

The delegations included Constitutional Court Justice Mr Vahe Grigoryan, Ambassador Arman Khachatryan, Deputy representative of Armenia on International Legal Matters Mr Liparit Drmeyan, Assistant to the President of the Constitutional Court Mr Armenak Minasyants.

The delegation members held bilateral meetings with the Deputy Secretary General Bjørn Berge, the Director General of Human Rights and Rule of Law Christos Giakoumopoulos, the Deputy Secretary of the Venice Commission Schnutz Dürr, the Judge Armen Harutyunyan of the European Court of Human Rights in respect of Armenia (ECtHR), and the Registry of the ECtHR.

The meetings addressed the on-going judicial reform in Armenia, closely followed by the Council of Europe, including amendments to the national legislation through DGI-Venice Commission Joint Opinions and capacities of national institutions. The parties confirmed mutual appreciation for the co-operation between the Council of Europe and the Armenian authorities. In his remarks, President Dilanyan emphasised an excellent cooperation between the Constitutional Court and the Council of Europe Office in Yerevan and the key role played by the Council of Europe projects in advancing the judicial reforms in Armenia, including the on-going internal reforms at the Constitutional Court.

The Council of Europe is an important partner for the Armenian judiciary, and the Constitutional Court of Armenia is committed to launching and implementing new joint projects, in line with the Armenia-Council of Europe Action Plan, allowing to enhance further the accountability and public trust towards the Armenian Constitutional Court” President Dilanyan concluded. 

The Representative of Armenia on International Legal Matters, Mr Kirakosyan emphasised the significance of the joint efforts aimed at improving the process of execution of the ECtHR judgments. He expressed hope that this constructive co-operation will continue.

The delegations’ visit took place within the framework of the: EU/CoE Project “Support to the Judicial Reform – enhancing the independence and professionalism of the judiciary in Armenia”; and the Project “Support for the execution by Armenia of judgment in respect of the Article 6 of the European Convention on Human Rights.”
