Back Regional HELP Training-of-trainers held in Ankara

The regional HELP Training-of-Trainers (ToT) session was organised in Ankara on 5-6 April 2018, within the framework of the Council of Europe “Protection of Refugees and Migrants in Turkey” Project. The event was organised in close co-operation with the Directorate General of Migration Management (DGMM) of Turkey and the Human Rights Education for Legal Professionals (HELP) Programme of the Council of Europe.

Eleven participants in the ToT were lawyers  and migration experts from central and provincial units of the DGMM. The two-day ToT was aimed at setting up a pool of HELP Certified trainers in view of the implementation of HELP courses at the national level in co-operation with the respective national institution. HELP certified tutors will participate in three kick-off meetings planned for the HELP/UNHCR online course "Asylum and the ECHR" in Ankara in June 2018 and will provide training to approximately 300 DGMM staff in July and August within the framework of the Project.

The ToT started with the welcoming speeches from Michael Ingledow, Head of the Council of Europe Programme Office in Ankara, and Gamze Gul Cakir, Lawyer from the Directorate General of Migration Management.

On the first day, presentations of the general HELP Programme and the selection of the most appropriate training techniques were delivered by Eva Pastrana, Head of HELP Unit, and Valentina Boz, from HELP in Western Balkans. The participants were introduced to the HELP e-learning platform in a short session by Seran Karatari Kostu, Judge and senior project manager of the HELP Unit. Musa Toprak, Lawyer, HELP Info Point for Turkey and national tutor of the Asylum Course for lawyers of the Turkish Bar Association and Danai Angeli, former HELP national tutor for Greece and expert of the upcoming HELP course on Refugee and Migrant Children, shared their experiences on the national tutor role, the national adaptation of a HELP course and on how to better organise and maintain the coordination among tutors/among tutors and the participants. The participants received the HELP Guidebook on human rights training methodology for legal professionals translated in Turkish by the "Supporting the individual application to the Constitutional Court in Turkey" project and published under the  "Protection of Refugees and Migrants in Turkey" Project.

During the 2-day sessions, participants were trained on the use of the HELP e-learning platform. A final presentation was provided by Guz Gultan, UNHCR Representation in Ankara, gave a speech on best practices on asylum and integration of refugees.

Three kick-off meetings are planned for the HELP course on "Asylum and the European Convention on Human Rights" in Ankara in June 2018 and around 300 DGMM staff will in July and August be trainined within the framework of the Project.
