The drafting committees and the working groups are subcommittees and subgroups of the Gender Equality Commission (GEC), which are set up for the purposes of drafting a recommendation or guidelines on a particular issue (i.e.. sexism, rights of migrant, refugee and asylum-seeking women and girls, place of men and boys in gender equality policies etc.), as tasked by the Committee of Ministers and as part of the GEC’s mandate.

The working groups and drafting committees are composed by a small number of member states’ representatives/GEC members.  In most cases, these groups and committees hold their meetings twice a year. Once the members draft and discuss the recommendation or the guidelines, then the work of the drafting committee or of the working group is finished. The draft recommendation or the draft guidelines are presented for further discussion at the GEC plenary session and once agreed, for adoption at the Committee of Ministers.
