This project is a follow up from previous co-operation with the Moldovan authorities in the field of violence against women and domestic violence through the project "Awareness-raising activities on the Istanbul Convention in the Republic of Moldova", implemented in 2020-2021.

The previous project promoted knowledge and generated visibility to increase the understanding about the aims, values and content of the Council of Europe Convention on preventing and combating violence against women and domestic violence (the Istanbul Convention) to support the Moldovan authorities in paving the way towards its ratification.

About the project

The new project "Supporting the implementation of the Istanbul Convention in the Republic of Moldova" (2022-2023) will act as a roadmap to support the Moldovan authorities in their first steps of implementation of the Istanbul Convention and is in line as well with their national policy instruments. To do so, the project will aim to continue to raise awareness of the Istanbul Convention and other gender equality standards in the Republic of Moldova across actors. The project will also seek to strengthen the capacity of key stakeholders involved in preventing and combating violence against women and domestic violence, protecting the victims and prosecuting the perpetrators of violence, and advancing towards an effective co-ordination among the relevant stakeholders in line with the Istanbul Convention.

Main activities

Awareness-raising

  • Workshops for different audiences (journalists, civil society organisations, etc);
  • Grants for NGOs to develop awareness-raising campaigns on the occasion of the 16 days of activism against gender-based violence;
  • Visibility materials, through translation of existing tools and development of new material.

Capacity-building of professionals

  • Capacity-building sessions of legal professionals and police officers on VAW/DV, through the Council of Europe HELP Programme (Human Rights Education for Legal Professionals);
  • Development of guidelines methodology for training of trainers (ToT) for social workers;
  • ToTs for social workers and cascade trainings;
  • Research on multi-agency co-operation and risks assessments;
  • Promotion of multi-agency co-operation through working groups and study visits.

 

Expected results
  • Enhanced understanding on the Istanbul Conention and other gender equality standards in the Republic of Moldova across actors and sectors;
  • Increased capacity of national authorities to develop national legislation and policies in line with CoE standards on preventing and combating violence against women and domestic violence, including the Istanbul Convention;
  • Increased multi-agency co-operation to prevent and combat violence against women and domestic violence;
  • Application of knowledge and skills on the Istanbul Convention and Council of Europe standards on gender equality by legal professionals and civil servants when dealing with cases of violence against women and domestic violence.

Back "We stand by our women and girls": The Republic of Moldova hosts international conference on violence against women and domestic violence

The Council of Europe participated in the second edition of the International Conference on preventing and combating violence against women and girls and domestic violence hosted by the Republic of Moldova from 25 to 27 October 2022: “We stand by our women and girls!”.  

Participants, both in Chisinau and online, discussed the national implementation of the Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention). They shared their views on the progress made so far and on remaining challenges to prevent and combat violence against women and domestic violence. Particular attention was paid to the current context of the war in Ukraine and the role of non-governmental organizations, public authorities, and partners in ensuring peace, economic and social well-being at individual, community, and societal level.

Claudia Luciani, Director of Human Dignity, Equality and Governance, Council of Europe highlighted that the Istanbul Convention represents the golden standard and that the Council of Europe is at the stage of measuring the impact of its application. Claudia Luciani also emphasised the progress made by the Republic of Moldova and called for more efforts when it comes to prevention: “The Istanbul Convention is of significant importance for everyone – for women and girls as well as men and boys, it is a unique effort and success on the road “to create a Europe free of violence against women and domestic violence” and realisation of the equality between women and men”.

National and international speakers, representatives of institutions, and government structures working with women and children called on all actors involved in preventing and combatting violence against women and domestic violence - as well as society as a whole - to join forces to eradicate this human rights violation.

The participation of the Council of Europe took place in the framework of the project "Supporting the implementation of the Istanbul Convention in the Republic of Moldova" (2022-2023).
