The complaint was registered on 20 March 2017. It relates to Article 17 (right of mothers and children to social and economic protection) of the European Social Charter (“the 1961 Charter”) in the light of the non-discrimination principle contained in the preamble to the 1961 Charter. The complainant organisation alleges that the Czech Republic fails to protect the rights of the group of children below the age of criminal responsibility in the juvenile justice system, i.e. children under 15 years of age, in violation of the aforementioned provisions.
