The Governmental Committee is holding its 151st meeting in Strasbourg; from 17 to 21 November 2025. The discussions will focus on the follow-up to the ECSR’s review of ad hoc reports on the cost-of-living crisis, on the basis of proposals developed in depth by the Committee’s Working Group.
The Committee will also advance its preparations for the High-Level Conference on the European Social Charter, which will take place in Chișinău and in which it will play an active role. It will discuss its contribution to the Conference and prepare for its joint session with the European Committee of Social Rights.
The meeting will also address the ongoing reform of the Charter system. Delegations will review progress on the recommendations assigned by the Committee of Ministers, share experiences regarding the new reporting system, exchange good practices in the national implementation of the ECSR’s conclusions, and discuss ways to support States in accepting additional provisions of the Charter.
The meeting will conclude with the adoption of an updated list of INGOs entitled to lodge collective complaints, as well as information on the planned meeting on the European Code of Social Security.
During this session, the Governmental Committee will also elect its new Bureau.
