Students who can't afford housing anymore due to dramatic increases in rent, interns who can't guarantee their internship due to being used as an entry-level workforce without being remunerated, high inflation which makes it impossible to transition from care to independence as a young person. This is just a part of the emerging social and economic issues young people face every day. What are the practices of adapting to extremely rapidly changing social and economic realities?

What can support young people in navigating through social and economic progress? 

In 2015, the Committee of Ministers of the Council of Europe adopted Recommendation CM/Rec(2015)3 on Access of Young People from Disadvantaged Neighbourhoods to Social Rights (the Enter! Recommendation), encouraging the development and implementation of sustainable, evidence-based public policies that address the specific situations and needs of young people from disadvantaged neighbourhoods, to prevent and eradicate poverty, discrimination, violence, and exclusion. In 2025–2026, the Council of Europe is undertaking the second review of the Recommendation's implementation. 

Against this backdrop, the Council of Europe Youth Department is organising a round table titled "From Commitment to Implementation: Making Social Rights Real for Young People." The event will bring together up to 30 governmental and non-governmental youth stakeholders and experts from the Council of Europe Youth sector. Discussions will focus on outcomes of the 2nd review of the Enter! Recommendation, particularly regarding housing, mental health, and youth participation, and will showcase implementation practices from Council of Europe member states, notably the Republic of Moldova.
