The European Commission against Racism and Intolerance (ECRI) is a unique human rights monitoring body which specialises in questions relating to the fight against racism, discrimination (on grounds of “race”, ethnic/national origin, colour, citizenship, religion, language, sexual orientation, gender identity and sex characteristics), xenophobia, antisemitism and intolerance in Europe; it prepares reports and issues recommendations to member States. Back ECRI holds its 90th plenary meeting and exchanges views with the Chair of the Council of Europe’s Steering Committee on Anti-Discrimination, Diversity and Inclusion

ECRI held its 90th plenary meeting in Strasbourg, which took place from 6 to 9 December 2022.

As part of its sixth country monitoring cycle, ECRI examined its preliminary draft reports on Armenia, Azerbaijan and Georgia, and adopted its reports on Cyprus and Hungary. It also adopted its conclusions on the implementation of priority recommendations addressed to the Czech Republic and the Slovak Republic.

During its meeting, ECRI held an exchange of views with Triantafillos Loukarelis, Chair of the Council of Europe’s intergovernmental Steering Committee on Anti-Discrimination, Diversity and Inclusion (CDADI). Sophie Elizéon, newly elected Chair of the CDADI and whose term of office begins on 1 January 2023, participated in the exchange remotely.

ECRI also held discussions on the basis of suggestions made by its working group on relations with civil society and equality bodies and its working group in charge of the drawing-up of a general policy recommendation on preventing and combating intolerance and discrimination against LGBTI persons.

ECRI took note of the statements made by Clarence Lusane, observer in respect of the United States of America, Petra Bayr, General Rapporteur of the Parliamentary Assembly of the Council of Europe on combating racism and intolerance, Michaela Moua, Anti-Racism Co-ordinator of the Commission of the European Union, and Harald Bergmann, member of the Congress of Local and Regional Authorities of the Council of Europe.
