Representatives of the Albanian Central Election Commission, Financial experts, Institute of Authorised Chartered Experts, Party compliance officers, Civil Society Organisations and International Organisations discussed the organisation and functioning of the audit unit within the Central Election Commission at a workshop on “The oversight Structure of Political Party and Election Campaign finance”.
A Technical Paper on “The tasks and operational set-up of the political finance oversight structure of the Albanian Central Election Commission” was presented by a Council of Europe expert.
The workshop included topics such as the oversight role of the Central Election Commission, problems in the legal framework and the priorities for staff development for the oversight unit.
Notting with appreciation the organisation of this Roundtable discussions on the oversight structure while the new Ad-hoc Parliamentary Committee on Electoral Reform is being constituted , the Central Election Commission chair, Mr Klement Zguri affirmed that the workshop serves as a venue to positively influence the discussions on the electoral reform.
This activity contributed to the establishment of a functional oversight structure for the control and verification of audit reports aiming to increase the transparency of political party funding. The oversight structure will enable parties to fulfil their obligations. It will provide: clarity of secondary legislation, templates for financial reporting, written guidance, training and pro-active awareness rising, as well as provide guidance on request.
This activity will be followed by subsequent training of Central Election Commission staff and the oversight unit on of political parties, thus ensuring an effective ownership and sustainability of the action.
