A consultation meeting on the development of a Prison Management Manual and the learning support material was conducted online on 28 September 2020.
As a result of the meeting, the participants agreed on the content and format of the Prison Management Manual and developed its key elements, such as the profile of a manager within the prison system, the actual system of recruitment, training and professional support of managers and their professional development.
This initiative is building on the results of several activities supported earlier by the Council of Europe under the Programme, such as: the revision of the Law on the prison administration system, the development of the Curriculum for the initial training of prison staff, the development of the Human Resources Development Strategy, the revision of the Methodology for the organisation and delivery of training and continuous professional development in the prison system, and piloting the reorganization of tasks in 3 prisons.
The meeting was attended by the senior management of the National Administration of Penitentiaries, the management of the NAP Training Centre, representatives of 3 prisons envisaged by the pilot initiative - no.7 – Rusca, no. 10 – Goian and no. 1 – Taraclia, as well as directors and deputy directors of prisons no.13 – Chisinau, no.3 – Leova, no.5 – Cahul and no.6 – Soroca.
The activity was organised under the auspices of the Programme “Promoting a human rights compliant criminal justice system in the Republic of Moldova”, funded by the Government of Norway and implemented by the Council of Europe.
