The 2nd meeting of the Working group (WG) for the development of Strategy and Plan of Action for reducing and preventing inter-prisoner violence within the prison system was conducted online on 15-16 September 2020.
The WG meeting, held in the form of thematic discussions, resulted with the Strategy and the Action Plan being further developed and supplemented by recommendations to be applied through the implementation of all proposed strategic objectives. Among the areas of intervention included in the draft Strategy and Action Plan are legislative changes necessary to prevent and reduce inter-prisoner violence within the prison system; documentation and reporting of incidents; interventions and support regarding prisoners with mental health problems; multidisciplinary case management; and the spectrum of specific interventions for prisoners identified as at risk.
The meeting was attended by representatives of the Legal Acts Development Department of the Ministry of Justice of the Republic of Moldova, by specialised Departments of the National Administration of Penitentiaries (social reintegration, security and escorting, planning and analytical directorate, safety and penitentiary regime, penitentiary inspection) and specialists from individual penitentiaries: no 3 – Leova, no 18 Branesti and no 11 Balti. The meeting was facilitated by the Council of Europe consultants.
The activity was organised under the auspices of the Programme “Promoting a human rights compliant criminal justice system in the Republic of Moldova”, funded by the Government of Norway and implemented by the Council of Europe.
