Strengthening healthcare and human rights protection in prisons (PGG)

The Project was implemented in close cooperation and partnership with the Ministry of Justice (Penitentiary Department). It included a wider group of national partners and stakeholders, who have been contributing towards the overall improvement of the healthcare in prisons in Armenia, such as the Ministry of Heath, Office of the Public Prosecutor, Ombudsman and National Preventive Mechanism, international and civil society organizations, academic institutions.

The duration of the Project was 41 months and has been completed by 31 December 2018. The overall project budget was EUR 1.228.000 and it was co-funded by the European Union and the Council of Europe, under the auspices of the Council of Europe/European Union Partnership for Good Governance for Eastern Partnership Countries.

The aims of the project were:

to improve the legal/institutional framework of healthcare in prisons of Armenia;
to improve material conditions of prisons’ healthcare units, with a special focus on prisons highlighted as the most problematic in CPT reports;
to strengthen the capacity and the general knowledge of the prison staff on European standards on the provision of healthcare, medical ethics and human rights in prisons.

Back Study Visit to the Danish Prison and Probation Service

A study visit to Copenhagen, Denmark for representatives from the Ministry of Justice, Penitentiary Department of the Ministry of Justice, Human Rights Defender’s Office of the Republic of Armenia and "Social justice" NGO took place on 27-30 June 2017. The Armenian delegation visited the headquarters of the Danish Prison and Probation Service, two penitentiary institutions (Horserød Prison and Herstedvester Prison), the Forensic Psychiatric Clinic Sct. Hans, and the Training Centre of the Prison and Probation Service and Probation Office KiF Glostrup.

The aim of the visit was to acquire first-hand knowledge about the legal and institutional framework of Danish prison healthcare services, capacity building activities for medical and non-medical staff working in prisons, as well as material conditions of prison infirmaries. The acquired knowledge will be used for amending the legislative drafts aimed at reforming the prison health system and modernizing medical services, as well as for improving the health care services provided in the penitentiary institutions of Armenia.

The study visit was organized within the Project on “Strengthening healthcare and human rights protection in prisons in Armenia”, funded under the Partnership of the European Union and the Council of Europe for Good Governance in the Eastern Partnership Countries.
