On 1 January 2026 the Council of Europe initiated the implementation of the second phase of the project entitled “Providing for effective reintegration of violent extremist offenders in Bosnia and Herzegovina” (PER-VEO - phase II), which will last 12 Months. It is implemented in close cooperation with the three Ministries of Justice (Bosnia and Herzegovina, the Federation of BiH, and Republika Srpska), and their respective partners from the entity and state penitentiary institutions, law enforcement agencies, social welfare services and other relevant stakeholders.

The project aims to continue supporting the authorities of Bosnia and Herzegovina in enhancing safety and security of its population. It further seeks to facilitate the reintegration of violent extremist offenders (VEOs) in the local communities while focusing on sustainability of the initiative.This is to be done through focus on further improving the institutional framework and ensuring sustainability of the operational capacities of the institutions to respond to current trends and needs with regards to the management, rehabilitation and reintegration of sanctioned individuals, with focus on VEOs and radicalised persons. At the same time, this initiative will further enhance skills and knowledge of all relevant actors responsible for supporting VEOs and their reintegration into the society, ensuring that preconditions for sustainable application and utilisation of know-how are put in place.

The proposed intervention is a continuation of the support provided under the Council of Europe Action Plan for Bosnia and Herzegovina 2022-2025 and it supports the needs identified within the new Action Plan for Bosnia and Herzegovina 2026–2029. Moreover, the proposed intervention builds on the results and efforts made during the first phase of the project Providing for effective reintegration of violent extremist offenders in Bosnia and Herzegovina (PER-VEO – phase I) that was implemented from 1 January to 31 December 2025

The project has an overall budget of 350,000 EUR and is financed under the Action Plan for Bosnia and Herzegovina 2026–2029.
