A study visit to Slovenia for eight high-level representatives from the Ministry of Internal Affairs, Ministry of Justice, Ombudsman, Public prosecution’s Office and the civil society from North Macedonia, was organised from 5th until 7th of April 2016.

The aim of the visit was to get acquainted with good practices and lessons learnt regarding the functioning of the Slovenian External Oversight Mechanism (EOM) over the work of the police, the cooperation among relevant stakeholders, as well as the competences and mandate of the institutions dealing with investigations into complaints on police ill-treatment. In that regard, the following institutions were visited: Slovenian Ministry of Internal Affairs, the Office of the State Prosecutor General of the Republic of Slovenia, Human Rights Ombudsman and NGO Amnesty Slovenia. The study visit provided first-hand information on the institutional set-up and operational functioning of the EOM in Slovenia, and helped the participants to examine possibilities for introduction of similar changes in the national system for investigation of complains in alleged cases of torture and police misconduct.

The event was organised within the Project ‘’Support to the establishment of an External Oversight Mechanism’’, funded by the Council of Europe and the Ministry of Foreign Affairs of the Kingdom of the Netherlands, and implemented by the Council of Europe.
