Under the auspices of the Programme “Promoting a human rights compliant criminal justice system in the Republic of Moldova” funded by the Government of Norway, the Council of Europe is assisting the penitentiary and probation authorities in revising and developing the existing system of risk and needs assessment tools used in penitentiary and post-release.
In this context, on 28-29 January 2019 the participants of the second meeting of the Working Group further developed the structure of the tools used by the penitentiary and probation systems for assessing the needs of detainees conditionally released before term and those released from detention following the full execution of the term of imprisonment, taking into account the Council of Europe recommendations and existing practices in other Council of Europe member states.
The Working Group session was attended by the representatives of specialised Departments of the National Inspectorate of Probation and the National Administration of Penitentiaries of the Republic of Moldova, and was facilitated by the Council of Europe consultants.
