A team of prison employees who completed the train the trainers programme under the auspices of the Action “Enhancing human rights protection for detained and sentenced persons in Montenegro”, shared their knowledge with their peers during the first 3-day cascade training session carried out under the supervision and guidance of CoE experts. The trainers’ presentations covered ill-treatment related topics such as security awareness, report writing, dynamic security, pro-social modelling, communication skills and ways to ensure professionalism, adapted to the needs of the group in terms of qualifications and years of experience.

A series of cascade training sessions will follow until the end of 2018 with the aim to change the overall attitude of prison officers on ill-treatment and to establish a permanent team of trainers that will continue educating their colleagues in support to the Prison Training Centre. In this way the sustainability of the activity is assured and the prison system comes closer to CoE standards, primarily to the standards of the Council of Europe Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) and the European Prison Rules.

The Action is co-funded by the European Union and the Council of Europe and implemented by the Council of Europe. The Action started on 1 October 2016 and will finish in January 2019, with overall budget of 750.000 €.”
