The Final Evaluation Workshop to assess the progress achieved in three pilot prisons on the implementation of Action Plans aimed at reorganising the management (prison no. 7-Rusca - women, no. 10-Goian - young offenders, and prison no. 1-Taraclia - male prisoners) was conducted online on 11 December 2020.
The piloting was conducted throughout the second semester of 2020 as a follow-up and evaluation of the progress in the implementation of the Development Plan for Rusca Prison (2017 - 2022), produced with the support of the Norwegian Mission of Rule of Law Advisers to Moldova (NORLAM). It was expanded to other two prisons (no. 10-Goian and no. 1-Taraclia), as well as for the National Administration of Penitentiaries (NAP).
As a result, the actions plan aimed at reorganising the prisons are now more focus on dynamic security and reintegration of inmates. Some of the achieved results could be disseminated to other prisons, such as, improved practices brought by the application of a manual of Standard Operational Procedures.
The workshop was attended by NAP senior management as well as by Change Management Teams of NAP, Prison no.7-Rusca, no. 10-Goian and prison no. 1-Taraclia, consisting of directors and deputy directors, and managers of various directorates, sections and services (human resources, security and penitentiary regime, social reintegration, evidence of detainees, safeguarding and escort, legal service, etc.)
The activity was organised under the auspices of the Programme “Promoting a human rights compliant criminal justice system in the Republic of Moldova”, funded by the Government of Norway and implemented by the Council of Europe.
