Council of Europe raises awareness on the role of health professionals in upholding human rights

Council of Europe in Armenia celebrated the International Day of Healthcare professionals with an event dedicated to recognising the vital contributions of healthcare professionals to public health and well-being including in the places of deprivation of liberty.

Held over two days, 20 and 21 June 2025, a special part of the training addressed systemic challenges and fostered collaboration between public health and penitentiary healthcare services, paving the way to, better understanding the unique needs of prison healthcare and the necessity to fully integrate them into the broader dialogue. This inclusive approach helped identify practical measures for aligning standards and practices between sectors, supporting Armenia’s efforts to unify healthcare provision for all, including persons deprived of liberty.

Participants developed practical negotiation skills essential for improving communication and cooperation with patients and all actors involves, in order to enhance working conditions and service quality, particularly in under-resourced or high-stress environments such as prisons.

In addition, the training reinforced awareness of national and European standards on medical ethics and labour rights, including occupational safety, working hours, and the right to rest. Attendees reported increased readiness to apply these standards in their workplaces and to contribute to systemic improvements.

This activity showcased strong synergy between different Council of Europe projects illustrating their common goal of fostering a more ethical, rights-based, and inclusive healthcare system.

These activities are part of the Council of Europe’s support within the framework of the Projects “Further strengthening the protection of the rights of persons deprived of liberty,” “Protection of human rights in biomedicine III,” and “Enhancing social human rights in Armenia’’. The Projects are financed within the framework of the Council of Europe Action Plan for Armenia 2023-2026 and implemented by the Council of Europe.
