The final session of the Working Group (WG) on the reorganisation of the Probation Service was held in Chisinau, on 22-23 April 2019, as part of the Council of Europe support to the National Inspectorate of Probation (NIP) of the Republic of Moldova. The main objective of this WG was to analyse the organisational structure and the functioning of the Probation Service and to make recommendations for reorganisation in order to ensure increased efficiency.
A comprehensive analysis with four options for the reorganisation of the structure of the central and regional probation offices was presented to the Ministry of Justice and the NIP. The analysis aims at enhancing the functioning of the Probation Service from the strategic, operational and organisational perspectives, in line with the Council of Europe standards and best practices in the field.
The analysis contains recommendations for efficient use of available resources, for capacity building of the probation offices at central and regional level and for improving coordination among all the involved actors.
The WG session was attended by representative of the Legal Drafting Directorate of the Ministry of Justice, the NIP Director and representatives of its specialised Departments, and was facilitated by the Council of Europe consultants. It was organised under the auspices of the Programme “Promoting a human rights compliant criminal justice system in the Republic of Moldova”, funded by the Government of Norway and implemented by the Council of Europe.
