The Council of Europe Project “Towards More Humane Detention Conditions and Reduced Reoffending in Ukraine (DECOPRIS)”, implemented under the Council of Europe Action Plan for Ukraine: Resilience, Recovery and Reconstruction 2023-2026, is launching a tender procedure for the purchase and delivery of IT equipment and software for the State Criminal-Executive Service of Ukraine.
The list of IT equipment and technical requirements can be found in APPENDIX I – TECHNICAL REQUIREMENTS FOR IT EQUIPMENT AND SOFTWARE to the document “Contract” below.
Deadline for submission of tenders: 07 November 2025, 23:59 (CET).
Tenders must be submitted electronically (with attachments) to the following email address: [email protected] with the subject line: Tender – 9197/2025/03.
Tenders sent to any other email address will not be considered.
All questions concerning this tender must be submitted no later than five (5) working days before the tender deadline to the email address: [email protected] with the subject line: Questions – 9197/2025/03.
Documents to be provided:
- Completed and signed copy of the Financial Offer (Appendix II);
- Completed and signed copy of the Contract;
- Company registration documents;
- Bank certificate;
- A completed and signed Tender Proposal in English, in the form of an official letter on company letterhead, containing the following sections:
- A brief description of the Tenderer’s at least two (2) years of experience in the procurement of IT equipment and delivery of similar services;
- Description of the proposed IT equipment, including the brand name and technical specifications;
- Proposed delivery deadlines for the equipment;
- A list of all owners and executive officers.
All documents must be provided in English (except company registration documents), completed, signed, scanned in full.
Failure to submit any of the required documents may result in disqualification of the tender.
