At their 1534th meeting, on 9 July 2025, the Ministers’ Deputies held an exchange of views with Ms Mariana Betsa, Deputy Minister of Foreign Affairs of Ukraine, on the consequences of the aggression of the Russian Federation against Ukraine. They also continued their examination of the Secretary General's report on the human rights situation in the territories of Ukraine temporarily controlled or occupied by the Russian Federation and adopted a series of decisions. In addition, Resolution CM/Res(2025)3 confirming the establishment of the Enlarged Partial Agreement on the Register of Damage Caused by the Aggression of the Russian Federation against Ukraine was adopted.
The Deputies also:
- adopted a Protocol amending the Council of Europe Convention on the Prevention of Terrorism (CETS No. 196), and took note of its Explanatory Report;
- adopted Recommendation CM/Rec(2025)6 on qualifications and linguistic competences of refugees in Europe, and took note of its Explanatory Report;
- took note of a Practical Guide, prepared by the Gender Equality Commission (GEC), for public authorities to support the implementation of the Committee of Ministers’ Recommendation on protecting the rights of migrant, refugee and asylum-seeking women and girls.
Finally, the Deputies held an exchange of views with Mr Gerhard Ermischer, President of the Conference of INGOs.
