At their 1561st meeting on 28 May, the Ministers’ Deputies held their regular exchange of views with Secretary General Alain Berset, as well as exchanges of views with:
- Ms Natalia Gherman, Executive Director of the Counter-Terrorism Committee at the United Nations (CCT), which included amongst other topics current threats, thematic trends and future co-operation;
- Mr Bertil Cottier, President of the European Commission against Racism and Intolerance (ECRI), following his presentation of ECRI's annual report 2025, with a particular focus on preventing and combating hate speech.
The Deputies also took note of the final report on the implementation of the Action Plan on Protecting Vulnerable Persons in the Context of Migration and Asylum in Europe (2021-2025). The report details the substantial advancements made by the Council of Europe in enhancing safeguards for vulnerable persons in the context of migration and asylum, paying special attention to the impact of the Russian Federation’s full-scale aggression against Ukraine since 24 February 2022, which has resulted in the forced internal and external displacement of millions of people.
