Back Meeting of the Ministers’ Deputies on 19 November 2024

On the occasion of the 1000th day of the Russian war of aggression against Ukraine, the Ministers’ Deputies observed a minute of silence, at their meeting on 19 November 2024, in memory of the victims of the war pursued by Russia in flagrant violation of international law. They adopted a declaration, expressing the Committee’s solidarity with the Ukrainian people and also its continued support to Ukraine and to international efforts towards the reconstruction and recovery of the country, as well as to holding Russia accountable for its crimes and ensuring a just and lasting peace in Ukraine. Their discussions under this item were livestreamed.
 
The Deputies adopted a recommendation to member States on the effective protection of human rights in situations of crisis and took note of its Explanatory Memorandum.
 
They also approved an Action Plan for the Republic of Moldova for the period 2025-2028 [more information ...] and took note of a final report on the implementation of the 2020-2023 Action Plan for Georgia.

A joint statement by six Council of Europe member States (Andorra, Belgium, Luxembourg, Monaco, San Marino and Slovenia) was presented to the Deputies on the occasion of the 2024 edition of the Day for the Protection of Children against Sexual Exploitation and Sexual Abuse (18 November). This statement was supported by 36 other Council of Europe member States as well as by the European Union.
