At their 1532nd meeting, on 18 June 2025, the Ministers’ Deputies discussed current political affairs and particularly the aggression of the Russian Federation against Ukraine. They also held an exchange of views with Ms Shabana Mahmood, Lord Chancellor and Secretary of State for Justice of the United Kingdom.
The meeting resumed on 24 June, with Ian Borg, President of the Committee of Ministers, in the chair. The Committee authorised Secretary General Berset to sign the Agreement between the Council of Europe and Ukraine on the Establishment of the Special Tribunal for the Crime of Aggression against Ukraine, to which the Statute of the Tribunal is annexed. The Committee also completed the groundwork for an Enlarged Partial Agreement enabling a wide range of parties – including members and non-members of the Council of Europe, as well as the European Union – to support and help manage the tribunal.
