At their 1571st meeting, on 7 October, the Ministers’ Deputies held their six-monthly review of the situation with respect to the death penalty, with the participation of: Ms Isabelle Rome, Ambassador at large for Human Rights at the French Ministry of European and Foreign Affairs; Lord Parvais Jabbar, Executive Director of the civil society organisation Death Penalty Project; and Mr Tobias Muller, Head of the Berlin office of the Community of Sant’Egidio and Vice-President of the World Coalition against the Death Penalty. The Deputies subsequently adopted a series of decisions on this issue.
They held their regular exchange with Secretary General Alain Berset, and held an exchange of views with Ms Sabine Monauni, Deputy Prime Minister and Minister for Foreign Affairs of Liechtenstein. The Deputies also adopted a series of decisions in relation to the Secretary General’s report on the human rights situation in the territories of Ukraine temporarily occupied by the Russian Federation.
The Deputies held an exchange of views with Ms Petra Bayr, President of the Parliamentary Assembly, on the results of the 4th part of the Assembly’s 2026 Session (28 September - 2 October 2026); and took note of the communication by the President of the Committee of Ministers and her replies to parliamentary questions [more information …].
In addition, the Deputies adopted a Recommendation to member States on prosecuting terrorist offences, serious violations of international humanitarian law and other core international crimes committed in the context of a non-international armed conflict [more information …].
