Training course on discrimination on ground of sex and gender

On 31 May a training course for the staff and members of the Moldovan Council for Prevention and Elimination of Discrimination and Ensuring Equality and for the staff of the Ombudsperson Office of the Republic of Moldova on discrimination on ground of sex and gender was held in Chisinau.

The training was delivered by the Council of Europe consultants – Ms Ivana Roagna and Mr Constantin Cojocariu.

The training course was designed to familiarise the participants with details of the Istanbul Convention on violence against women and domestic violence, and gender based discrimination in the field of employment and in the field of family and private life. The consultants provided examples of cases on gender discrimination in order to give the participants the opportunity to discuss the difficulties they may experience implementing the human rights standards.

The training was organised within the framework of the joint EU/CoE project “Supporting national efforts for prevention and combating discrimination in Moldova”.

Summary

The Confidence-Building Measures across the river Nistru/Dniester (CBMs) programme is part of the Council of Europe’s post-conflict programme aimed at promoting reconciliation as part of the international efforts to settle post-conflict situations.

Since 2010, the Council of Europe has been implementing the CBMs programme in the fields of human and social rights, media, education, civil society, children’s rights and rights of people with disabilities, cultural heritage, health in prisons and drug control. Underpinned by the principles of equal participation, transparency and dialogue, the programme strives to engage local professionals and stakeholders and provide technical assistance in standard setting and implementation as per the European and international laws, conventions and other international instruments.  

Goal

Contribute to the dialogue and conflict settlement process in the Transnistrian region by implementing grassroots activities and build cooperation among different groups of the population on both sides of Nistru/Dniester (professionals, decision makers, NGOs, etc.)

Objectives

The main objectives of the programme are to establish an on-going dialogue between civil society representatives, media professionals and decision makers on both sides of the river Nistru/Dniester, and increase awareness of European and international standards in the region;
  • Improve health care in prisons according to European standards, in particular the treatment of inmates suffering from infectious diseases;
  • Increase awareness of the prison staff and inmates on prevention, control and care of infectious diseases in prisons, with particular focus on TB, HIV and Hepatitis.
  • Support the rights of people with disabilities, particularly children, by ensuring better co-operation between Chisinau and Tiraspol in the areas of deinstitutionalisation and inclusive education;
  • Enhance application of social rights in the region in line with the standards of the European Social Charter and other international instruments;
  • Improve the communication between higher education establishments on both sides of the river on issues of common concern, such as equality of opportunities in higher education;
  • Promote a healthy, drug-free lifestyle by engaging youth in sport activities;
  • Promote cooperation between different actors in the field of environment and facilitate the resolution and management of environmental risks in the region;
  • Promote cultural heritage as a tool for reconciliation and dialogue between the communities.

Acomplishments

Capacity building trainings for beginner NGOs from both banks of the river provided and the successful ones supported through a ‘small scale grants’ programme.
  • Since 2014 support is provided to journalists from both banks of the Nistru/Dniester river to produce and broadcast a joint radio programme;
  • In 2015 joint teams of journalists from both banks of the Nistru/Dniester river have been supported to produce and publish multimedia stories on issues of common interest;
  • A resource centre for NGOs in Transnistria was set up in 2014 and ongoing support is provided to ensure the functioning of the centre;
  • Capacity building trainings provided to prison administration and medical staff on prevention, control and care of infectious diseases in prisons, with particular focus on TB, HIV and Hepatitis.
  • Training seminars, round tables, study visits on the application of European and international healthcare standards in prisons, with particular focus on the improvement of treatment and prevention of infectious diseases, organised in 2014-2015;
  • Trainings on human rights in the social sphere with an emphasis on rights of children, elderly persons and people with disabilities, rights to education and health, organised in 2014-2015;
  • The participants familiarised with the best international practices in the field of inclusive education and social inclusion of persons with disabilities.

Voluntary contributions from the member states of the Council of Europe: Austria, Norway, Liechtenstein, Romania, Germany, Sweden and ordinary budget of the Council of Europe.
