Online consultation event on the Methodology on child psychological assessment and Guideline for implementation of the GD 270/2014

On 22 July 2021 the Council of Europe project Combating violence against children in the Republic of Moldova, in collaboration with the Ministry of Health, Labor and Social Protection of the Republic of Moldova held an online event to consult the Draft Methodology on psychological evaluation and drafting the report on the psychological evaluation in cases of violence, neglect, exploitation and trafficking of the child and the Draft Guideline for the practical application of the intersectoral cooperation mechanism for the identification, assessment, referral, assistance and monitoring of child victims and potential victims of violence, neglect, exploitation and trafficking approved by Government Decision no. 270/2014.

The event was attended by all relevant stakeholders and partners and professionals working with children, among which representatives of the Ministry of Health, Labor and Social Protection, Ministry of Education, Culture and Research, Ministry of Internal Affairs, representatives of international organisations, civil society and the project team.

The online consultation event aimed to present the key objectives, structure and main aspects of both documents and to discuss any comments and suggestions from all relevant stakeholders and partners based on which both documents will be improved.

In his welcoming remarks William Massolin, the Head of the Council of Europe Office in Chisinau underlined that ”Both documents are important and necessary not only because corresponding provisions are embedded in the Government Decision 270/2014, but also because of the need to facilitate the cooperation within the local intersectoral mechanism”.

Vasile Cușca, State Secretary of the Ministry of Health, Labor and Social Protection noted “This public consultation event is very important from the perspective of the debate of two draft documents necessary for the child protection field. Following the discussions, they will be improved and approved by joint inter-ministerial order”.

Both documents have been prepared by the Council of Europe’s project on Combating violence against children in the Republic of Moldova, at the official request of the Ministry of Health, Labour and Social Protection.

The activity falls within one of the Project’s intermediate outcome 2 “Legal and policy framework harmonised in line with the Council of Europe standards on child sexual exploitation and abuse and rights of the child in the digital environment / best interests of the child”.
