On 4-6 July 2022, the Steering Committee for the Rights of the Child (CDENF) held its first meeting under a new Strategy cycle in an online format. It notably initiated the implementation phase of the new Council of Europe Strategy for the Rights of the Child (2022-2027) by kicking off activities relating to children’s mental health, artificial intelligence and children’s rights, and children as human rights defenders.

Following a thematic exchange on the situation of children in and from Ukraine with a contribution by the Special Representative of the Secretary General on Migration and Refugees, Ms Leyla Kayacik, the Committee adopted the Explanatory Memorandum to the draft Recommendation on Human Rights Principles and Implementing Guidelines on age assessment for children in migration, thus completing the set of documents to be submitted to the Committee of Ministers in this very topical and important area.

The CDENF also considered the final draft Implementation Report on the previous Strategy (2016-2022). The document includes a special focus on recent case-law of the European Court of Human Rights and findings of a number of Council of Europe monitoring mechanisms and will serve as an important reference for anyone wishing to discover Council of Europe action on the rights of the child over the past six years.

Last but not least, the Committee elected its new Chair, Vice-Chair and a Bureau member.
