At the request of the Training Directorate of the High Council of the Judiciary (HCCJ), on 12 December 2018 in Rabat the European Commission for the Efficiency of Justice (CEPEJ) and the Venice Commission organised a training course on strategic planning tools and techniques, as well as good administrative and budgetary management practices within the various services of the HCCJ. Under the chairmanship of the Secretary General of the CSPJ, French, Portuguese, Belgian and Moroccan experts led a Round Table with the participation of some forty administrative officials (heads of divisions, departments and units) from the High Authority (set up in 2017 to protect the independence of Moroccan judges). This training allowed for extensive exchanges between participants on topics as varied as:
- teamwork,
- competency management,
- development of job profiles,
- development of specifications,
- action plans,
- preparation of the autonomous budget
- or more generally, working relations between administrative staff but also with members of the CSPJ.
During the session, the CSPJ expressed a desire to see a repetition of this very concrete training. It was proposed that future training should cover other aspects of its remit such as tools for evaluating the functioning of justice, courts and judges' activities, the management of judges' careers and major innovations in the field of justice.
This activity is organised within the framework of the joint programme "Ensuring the sustainability of democratic governance and human rights in the southern Mediterranean (South Programme 3), funded by the European Union and the Council of Europe and implemented by the Council of Europe".
