The activities carried out by the CEPEJ within the framework of joint Programme “Ensuring sustainable democratic governance and human rights in the Southern Mediterranean” (South Programme 3), are co-funded by the European Union and the Council of Europe. 

The "CEPEJ-South Programme III project: Ensuring Sustainable Democratic Governance and Human Rights in the Southern Mediterranean"  aims at promoting the independence, efficiency and quality of justice in the MENA region (mainly in Morocco and Tunisia, but also in Jordan) by improving the functioning of the courts and supporting the implementation of judicial reforms and the revision of relevant normative frameworks in conformity with European standards. The "CEPEJ-South III Programme" project follows the projects carried out by the CEPEJ since 2012 in the region, and aims to deepen, develop and perpetuate the actions implemented within the framework of these projects.

Back CEPEJ first co-operation with the Egyptian Council of State

CEPEJ first co-operation with the Egyptian Council of State

Following a request made by the Vice-President of the State Council of Egypt, Judge Mohamed Raslan, a CEPEJ delegation conducted a fact-finding mission in Cairo on 14 and 15 May 2019. The delegation was welcomed by judge Ahmed Abu Al-Azm, President of the State Council which insisted on the need for the Council to be users-oriented, respectful of rights and freedoms and also equipped in the near future with ICT in order to deliver justice more rapidly. Several meetings were organised during 2 days with counsellors, judges and other court staff of the different courts (Supreme Administrative Court, Judicial Administrative Court, Administrative Courts, Disciplinary Courts) and departments (registration department, Inspection department, legislative department, legal opinion department) of this Council which is composed of 6000 persons.

A preliminary report will be prepared by the CEPEJ that will contain some practical recommendations on the day-to-day functioning and working methods with a view in particular to reduce timeframes of proceedings in the Egyptian administrative justice system. Possible continuation of the co-operation with the CEPEJ in order to follow-up on the recommendations that the Egyptian authorities could decide to implement has also been discussed.

This activity took place in the framework of the Joint EU/CoE Programme entitled “Ensuring sustainable democratic governance and human rights in the Southern Mediterranean” (South Programme III), co-financed by the European Union and the Council of Europe and implemented by the Council of Europe.
