The CEPEJ released its Evaluation Report on European Judicial Systems on 5 October 2022. The Report is based on 2020 data and concerns 44 member States of the Council of Europe as well as three observer States to the CEPEJ, Israel, Morocco and Kazakhstan.
This ninth cycle of evaluation remains faithful to the process of evaluating judicial systems developed by the CEPEJ and undertaken every two years since 2004.
The Report is composed of three different and complementary parts:
- The first part "Tables, graphs, and analysis" presents European trends on themes that are important for the judicial systems: budgets, professionals, court organisation, users, ICT, efficiency and quality. It also highlights good practices developed in some judicial systems.
- The second part "Country profiles" compares national data with European medians and with the evolution of the main indicators since 2010. For the first time, it also includes a short analysis of the data provided by countries.
- The third part “CEPEJ-STAT” is the dynamic database which contains all qualitative and quantitative data collected by the CEPEJ since 2010. It also includes the comments which accompany the data, allowing for a better understanding of the specificities of each judicial system. A new Dashboard on judges and prosecutors is also available.
This new CEPEJ Report allows, for example, to understand how much do States invest in their judicial systems, to compare the number of judges, prosecutors and lawyers working in different countries, identify the different services provided to users by the justice system, to verify if and how new technologies applied to justice are useful, or to find out the number of courts and the time needed to resolve a case.
