National Justice Day event in Albania

In celebration of the National Justice Day, the High Judicial Council and the High Prosecutorial Council of Albania held their annual joint meeting on 12 May 2023, supported by the CEPEJ and with participation of a CEPEJ international expert.

The members of the High Judicial and Prosecutorial Councils exchanged on the use of relevant CEPEJ guidelines and tools for improving judicial time management, reducing backlog and improving judicial communication in the context of the new judicial map implementation.

The meeting was attended by the General Prosecutor, deputy Minister of Justice, High Inspector of Justice, President of the Special Court against Corruption and Organized Crime, members of the Constitutional Court, Delegation of the European Union to Albania and other partners supporting the judiciary EU4Justice and OPDAT.

The activity was organized by the action Strengthening the Quality and Efficiency of Justice in Albania (SEJ IV) in the framework of the European Union/Council of Europe joint programme Horizontal Facility for the Western Balkans and Türkiye (Horizontal Facility III), co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.

IMPORTANT

Following the adoption of the Resolution CM/Res(2022)2 on the cessation of the membership of the Russian Federation to the Council of Europe, the Committee of Ministers decided, in the context of the procedure launched under Article 8 of the Statute of the Council of Europe, that the Russian Federation ceases to be a member of the Council of Europe, as from 16 March 2022.

 

Presentation of the CEPEJ

In setting up the European Commission for  the Efficiency of Justice (CEPEJ) at the end of 2002, at the initiative of the European  ministers of Justice who met in London (2000), the Committee of Ministers of the Council of Europe wanted to establish an innovative body for improving the quality and efficiency of the European judicial systems and  strengthening the court users’ confidence in such systems.

The CEPEJ develops concrete measures and tools aimed at policy makers and judicial practitioners in order to:

  • Analyse the functioning of judicial systems and orientate public policies of justice
  • Have a better knowledge of judicial timeframes and optimize judicial time management
  • Promote the quality of the public service of justice
  • Facilitate the implementation of European standards in the field of justice
  • Support member states in their reforms on court organisations

The CEPEJ also contributes with specific expertise to debates about the functioning of the justice system in order to provide a forum for discussion and proposals and bring the users closer to their justice system. (Read more)
