Project's objectives

To improve the efficiency and quality of the Slovak judicial system, through a thorough assessment of the efficiency and quality of the judicial system and application of CEPEJ tools and methodology.

Expected results

  • The Slovak judicial system is assessed as regards efficiency and quality, and relevant recommendations to improve these aspects and contribute to potential reforms are formulated by CEPEJ experts.
  • Recommendations are addressed by CEPEJ experts to the Slovak authorities as regards the capacity development of an analytical centre and how to use the IT system more efficiently, and other specific issues.
  • The efficiency and quality of courts is enhanced through application of CEPEJ methodology and tools on judicial time management and quality of justice in pilot courts.

Main activities

  • Collection of qualitative and quantitative indicators on the functioning of the justice system at national level and at individual courts’ level and visits of CEPEJ experts to present the tools and methodology developed by CEPEJ, discuss the data collected and meet court representatives and representatives of other institutions involved in order to get a better insight of the performance of the judicial system;
  • Developing of assessment reports including recommendations for further reforms and measures to strengthen the efficiency and quality of the Slovak judicial system.
  • Implementing Court coaching programmes in pilot courts for application of CEPEJ methodology and tools on judicial time management and quality of justice.

Project beneficiaries and stakeholders

The main partner is the Ministry of Justice of Slovakia. Courts, judges and court staff, the analytical centre (to be developed) will be involved in the project.

The project is financed by Slovakia, through funds coming from the European Social Fund.

The CEPEJ conducts a coaching programme for pilot courts of the Slovak Republic

Six courts of the Slovak Republic (District Courts of Banská Bystrica, Bratislava I, Galanta, and Košice I, as well as Regional Courts of Bratislava and Košice) are actively involved in piloting the implementation of the CEPEJ methodology and tools for increased efficiency of courts and quality of their services. The pilot courts started testing the CEPEJ tools in their day-to-day activities. They involve the development of reporting on court’s performance, in what is supposed to become a regular exercise by all courts of Slovakia, on the basis of statistical data and through the use of CEPEJ-recommended indicators. The pilot courts also undertake actions, with the participation of the Analytical Centre of the Ministry of Justice, to enable the monitoring of the compliance with timeframes for different categories of cases. Finally, the District Courts of Banská Bystrica and Košice I committed to conducting court user satisfaction surveys in line with the CEPEJ Handbook for conducting satisfaction surveys aimed at court users in Council of Europe member States.

According to the court coaching methodology, the CEPEJ expert team visited all the pilot courts and provided to their representatives detailed explanations on the CEPEJ tools, as well as training on some advanced court management techniques. Meetings and workshops were carried out in the cities of residence of the pilot courts on 6-8 November 2018, 15-18 January, and 11-12 April 2019. A Guide for the implementation of selected CEPEJ tools in the courts of the Slovak Republic was drawn up by the expert team and submitted in Slovak language to the pilot courts. Further activities will be conducted to support the pilot courts in reaching their objectives by the end of July 2019, as part of the project “Strengthening the efficiency and quality of the Slovak judicial system”*.
